Yes but the comic is an artist interpretation, and the artists-especially Darkhorse artists- don't always follow canon. (Like drawing a turian without a cowl in Tali's issue of Homeworlds) and the tweet that debunks it is from one of the Mass Effect PR's, saying female and male turians are hard to distinguish, therefore meaning females do have fringe.
Also, from a biological standpoint, it makes NO sense for the child bearing sex to have NO protection on their heads; they developed plates to protect themselves from radiation. It defeats the purpose to exclude females from this genetic evolutionary trait.
